Under Chair Angela Curro’s leadership, assisted by Supervisor Kollin Kosmicki, significant shifts in county governance are underway. Their actions are systematically eroding the established leadership within the county government.

The remaining members of the Board of Supervisors appear complicit in this power consolidation.

Over the past two months, Curro has pursued measures aimed at eliminating checks and balances. These efforts are designed to grant her unprecedented control over county management, legal affairs, and finances—a blatant power grab.

Her first move was the early retirement of Ray Espinosa, the County Administrator Officer, before the completion of his contract, citing no specific reasons.

Subsequently, Curro dismantled the county counsel and replaced it with a presumably compliant law firm, purportedly to save costs.

Further, she is advocating for the merger of the Auditor and Treasurer-Tax Collector positions into a single appointed role, effectively eliminating elected positions and allowing the Board of Supervisors to appoint someone aligned with their interests.

These actions are clearly aimed at eliminating opposition and installing allies. At a recent Board of Supervisors meeting on June 18, 2024, Curro openly described these moves as “succession planning,” raising questions about whose succession is being planned—Angela Curro’s, Kollin Kosmicki’s, or both?

In summary, Angela Curro’s tenure as chair is marked by a determined effort to consolidate power, casting aside traditional governance structures in favor of unchecked authority and loyal alliances.
